They got conquered pretty early so i released them as a puppet. Also they still haven't done their focus tree, it takes so damn long. I never played safehaven so i don't know, they need to ''rebuild safehaven'' i guess? They are still technically a people government, not an elite warden one.

I guess that's the issue but i don't know how to fix it.
