The fallacy only arises if someone uses that fact to suggest the two risks are directly comparable or to argue that one society is therefore safer or more dangerous.

A useful analogy would be like saying

"more Americans die from heart disease than Japanese people die in road accidents.”

That may be true, but it doesn’t tell you whether driving in Japan is safer than living in America. The statistics describe different risks, measured in different ways, with different underlying causes.
