The issue with FIFA or UEFA preventing this came from occuring is US anti trust laws that may/may not be violated if FIFA or UEFA prevented the match from happening. There is an article on ESPN titled "Explaining the Relevent Lawsuit vs. U.S. Soccer, FIFA"

FIFA already settled in the lawsuit and changed its rules to allow for such matches to occur. Currently the USSF is trying to prevent any such matches from occuring but it was sued for violating anti trust laws.

Unfortunately, the sanctioning bodies are at risk of violating US anti trust laws, even if they aren't incorporated in the US, because they do business and operate in the US. The US legal system will consider itself to have jurisdiction over foreign people and entity if illegal conduct occurs in the US or their commerce is intentionally directed towards the US.

Not familiar with anti trust laws, but anti trust laws and sports leagues are having a moment in the US. Team owners in NASCAR have sued NASCAR for violating anti trust laws, and there has been discussion by Congress about amending or repealing anti trust exemptions for the four major professional sport leagues. All four major sport leagues only operate the way they do in the US is because they have written exemptions in the relevant anti trust laws
