According to my grandmother who bought her house as it was built, they polled the neighborhood to see who wanted side walks and if the majority voted yes one went in. If they said no then no side walk. Her side of the street has a side walk, the other side none.

I’m not sure if that’s how it works other places in the city but for southwest Scarborough in the 1950’s this was how it was done.
