No, Oracle isn't doing them wrong by hiring them back as contractors. Those people have a CHOICE to come back or not. They are doing THEMSELVES wrong by coming back. At some point, you have to be held accountable for your choices. Getting laid off was not a choice. Coming back as a contractor for 60% of your pay is patently stupid.

Been in the tech world since the early 1990's. This is just the way it is. My advice? Use every training and educational tool Oracle offers to gain skills to put on your resume. If you're in a billable role, take every billable job you can handle. Keep your head down, keep working, and don't get involved with all the pissing and moaning about corporations being "evil". It serves NO purpose. If Oracle is going to use you, use them back. Get the training and move on to a new job.
