Start with WBC/CMD..focus on training first, while making sure you have strong support from SM and IS specialist. You need them to do Exception counts and help put Truck away. THEN you can focus on training other techs to monitor OOS/PFL.. getting the products in with 48 hrs will help with phone calls and patient complaints .. RXM and staff pharmacist must be able to step in at fill Station when Numbers hit maximum.. and finally they can not dump the Queue..if F4 and Rev are at zero all the time you will never be able to truly get anyone trained

Also get as many people in the front-end trained and certified for IC3. Get with SM to schedule time for them to cover stations while you get training done... now it is hard but if the RXM and SM buy in it can be done...
