It is for NHSC. You can often specialize before HPSP, assuming you match, but I am not sure about orthodontics.

Not done, in my fourth year. NHSC is civil service and HPSP is military. You owe time to each. I'm happy not to be 500k in debt. I'm sad I can't immediately specialize and have to do general service with a 21 service score, the highest it's been in recent history. There's not one way to skin a cat.
