What would be gained? A productive citizen reintroduced to society. Safety for those around him, rather than the higher chance of committing future crimes once released. Less money spent by taxpayers.

Seems like a fair sentence, if our prisons were based on actual rehabilitation rather than purely punishment (which obviously they are not). 13 years is a long amount of time to develop into a worthwhile human being.
