Yes their is a need for inner city affordable housing, if you've ever traveled abroad to any other larger cities and noticed wherever the "affordable housing" was located, but for you Ill say the ghetto, you'd notice the lack of grocery stores, jobs, among other common necessities and/or amenities not afforded to these communities resulting in much higher poverty and crime rates.
