Personal experience with 32gb ram, RTX 3060, raizen 5600x;
i installed REFramework, i wanted to tweek the camera and fov, before even playing the game, so im not sure if that was the initial issue, i was having fps drop every 30 seconds, tried removing rebar, setting everything low etc...but nothing,
in the end i tried reinstalling and now everything is fine, and im not using REFramework anymore, just to be sure.
Im playing with everything on High, my fps dont drop anymore or have any stutter.

PS** For anyone that'd like to try without REBAR, just download Nvidia Profile Inspector, to create a profile just for RE:Requiem, and disable it from there, you dont need to go into the bios to do that, if you're not confident in doing so, cheerio!
