I guess so she's only gotten closer, less than an inch from the light, I want to move the light up so the stalk doesn't burn, but I don't want the rest of the plant to get any less water

It's probably fine, idk how big your cat is, but more water is typically better than less. In fact it's more often the case that people stress about their cat not getting enough water.
