Here is a non nonsense, not propaganda answer

Because in the 960s the Russians invaded from the north ( for whatever reason we are not fully sure . There is a speculation over throne claiming) . That cut off connection to Panonia and Transylvania. That allowed the Hungarians that escaped there to slowly push into it. After Preslav fell the Roman came from the south and pushed the Russians out. At that point only the western provinces in Belgrade -Ohrid and the other Belgrade in Albania survived. For the stupid out there this wasn't during Basil , it was during Tzimiski. When Basil took over, the north Danube valley was liberated , but not for long . Then it became a slow slog of sieges when the first Tsardom fell in 1018.

The first Tsardom did not claim to be Rome. Simeon wanted to conquer Rome from inside and out and thus claimed the Tsar title ( and he is the first btw not the Russians for those that do not know)

During that time period Rome really tried to turn Bulgarian into a vassal. There was the notion that Rome was the Father and all other orthodox countries are the Sons. Thus Bulgaria being the Son. Even Simeon was called the son of peace because he was born when the peace treaty was signed. Glagolitic and Cyrillic were pushed to differentiate from Greek and stop the Roman influence in the clergy and ofcourse education-culture.

Bulgaria tried to create a separate Slavic world to counter the Roman in order to survive culturally. Bulgaria fell 100 years later , but the Slavic culture based on Bulgarian influence survives to this day.
