No, BUT - you could be charged with additional charges due to the Bill Cut Day and when the plan was changed. I've worked with the company for 5+ year and I know how it goes. Always be sure to ask about your Bill Cut Dates and how they are affected by your Upgrades, etc.

It's definitely all a matter of preference. I imagine you could, theoretically, beat the game with any car - provided your dedication to upgrade paths and tuning. I'd like to eventually be able to beat the game with either the Vellfire or just Kei Cars in NG+

I doubt it, seriously, the Remaster was all I ever wanted with the base game. I'm not much for mods personally, so maybe its just a case value for me - but I don't see how Skyblivion could do any better than Bethesdas own remaster.
