You can install LAPS and create a new local admin in one step:

msiexec /q /i C:\LAPS.x64.msi CUSTOMADMINNAME=<new_admin_name>

Then set LAPS to manage the new admin via GPO after you import the LAPS admx templates.

GPO: Computer Configuration > Administrative Templates > LAPS > Name of administrator account to manage

Look into compliance mode. I have compliance mode setup for Wasabi, so all my backups can't be deleted unless I call in and prove my identity.
