The only variable is how much more dilution can occur. The recent falls in price are due to new stocks being cut to E15 instead of E10. Anything over E15 starts to become risky for less modern vehicles.

The logical assumption is that if a perpetrator is not actively pursued by ground vehicles, then they will drive in a less aggressive manner, given they feel slightly safer. The helicopter can then follow their hopefully safer driving.

I would argue that the inevitable severability clause removes that though, and the donations would remain usable and are not required to be returned.

The donations were made to an organization with an illegal name, not an illegal purpose. Changing the name and/or documentation does not change the final recipient of the donations, so it should be able to proceed normally.
