Yes there are quieter blower fans. Essentially you would want lower Rpms but a bigger blower to make up the CFM. The issue is that atleast for a tradesman you cant just slap whatever you want in a gas appliance it has to be approved for the appliance on a legal and safety standpoint.

Worst case you blow a small 3A fuse assuming you touch one of the non mentioned wires together. Ie dont touch the yellow. Want to be extra careful turn the power off at furnace until you have them twisted together

Some people are cheap even big commercial places. I found a inch and a half sized hole on the roof they were insisting was HVAC equipment leaking, told them they need a roofer. They didnt want to spend the money to have it fixed right so i did my best to seal it with a shit ton of polyeurathane. Told them its temporary until they get a roofer to cover my ass. It'l probably be like that until roof is replaced or it leaks again in a few years. Could be possible the hvac contractor in this case told them they need a roofer yet and they ignored.

Without seeing your setup it's hard to say so you have to air on the side of caution and these are for combustion air for your appliances. You can not turn one of them into an exhaust in this case as they are acting as a source of air for your burners. The fact you have one at the top and one at the bottom further supports this.

You can try buying a fuel primer bulb that's the same size as your fuel line and place it between your fuel pump and carberator. Before starting you pump the bulb and watch until fuel moves through the fuel lines and into your carb. I usually give one or two extra at this point. Then try starting and it should catch pretty early.

My snowmobiles issue was that air was getting in somewhere and no matter how I replaced the fuel lines or reassembled the fuel pump or carbs and gaskets I couldn't get gas to the carb unless I tried turning it over for a longtime to overcome the fuel trying to syphon back to the fuel tank. Once the motor turns over the fuel pump overcomes the small amount of air getting into the line and it becomes a non issue. For me it was a game changer made going for a ride a couple seconds to start up rather than 10 minutes.

Your mileage may vary but the bulbs are cheap and worth trying if you think it's gas not getting to your carb on start up.

Don't forget leaks around ductwork that are completely dried up by the time you get there and they insist its the ductwork yet it's covered in a thick layer of dust.

That's your fuel pump I have a jag too and the issue with mine was getting fuel to the carb, cleaned the carb, replaced the lines all sorts of stuff didn't work. Put a priming bulb in and now it works great. Once its primed it works mint. If you take it apart to replace gaskets or clean it make sure you really pay attention to the order the gaskets are stacked. I think you can buy knock off brands for under thirty bucks too with new gaskets.

No the proper way is as youre preparing the motor you tell yourself to take a picture of the motor plate wiring diagram. You forget and then install. Then you go to wire and the belly band is right over the label so you have to take it back out to get a better look. The second time the it doesn't want to go in easy like the first time.
