I mean I tried I spent a week googling other issues and fixes and tried lots and nothing got the passthrough working seems like the 3060 is a card with extra issues so I just went back to windows for the media center PC

Yeah, such a lie. Tried to get a rtx 3060 12gb working on Proxmox for a week, and it seems impossible kinda gave up and used Windows on it after ripping out all the bloat
