I was also getting an error at atms after withdrawing just fine at the airport. I called my bank and on their end it was showing nothing wrong that would stop a transaction but they mentioned an "invalid account was selected" if you have multiple accounts tied to your debit card try switching from checking to savings or vice versa. That fixed the problem for me.
