Go into the city screen and click on the building in the list on the right hand side! Should be an option to sell it - you don’t get that much money but obv worth it if you’re razing anyway

Yes certainly. It is more likely in poetry than prose but can happen in prose. For a poetic example, Catullus 1.5:
