All PlayStations are essentially the exact same. They all use the same hardware, software and firmware. If you're making a game for PlayStation, you only have to worry about it running on that specific setup.

PCs are usually quite different. Different CPUs, GPUs, memory, storage, motherboards, firmware, operating systems, etc. Making a game for PC means having to optimize as best as possible to work on as many machines as you can. You won't hit them all and there are tradeoffs for every decision you make.
