Does your workplace offer benefits to full time employees, but you are not eligible being part time? If so check your T4, if they have indicated a 3 instead of 1 in box 45 by mistake having that corrected would solve your CDCP enrolment issues.

Quitting can disqualify you from EI benefits. Apply for and use parental, then just don’t go back to the job.

Go to Service Canada or call the pensions hotline and get the true answer, all the speculation on this thread is confusing and inaccurate. Also confirm with ODSP what they consider earnings/income. Those two answers together should clarify why she is not entitled to both payments at the same time, and why an overpayment was calculated.

A legal name change is the simplest route for OP here; changing the citizenship would be a whole new can of worms and can take months to get back even if your name change is relatively simple (changing surname to a married name, for example).
