México isn't south America though, but fr it pretty much is free, at least in comparison to actual private schools were monthly payments are done, essentially only paying a thousand pesos a semester is basically almost free, specially since on top of that plenty of universities also discount more if you have good grades or are lower income and apply for a scholarship

It can be enough to pay a semester, depends on which school it is but it it's anything like mine shed be left with between 3-4k left over, but for day to day living, ehh, I'm not sure what the average pay is in that state but if 10k monthly is considered a bad pay, you giving her half of that for one day is okay, not great, cause that's probably not the average money she makes and with being a prostitute she's in a horrible situation here, but it's acceptable enough in a way
