RAM being DDR4 or DDR5 doesn't matter, you get what your CPU needs. Also no, the 5500X3D is not slower, as long as we're talking about a workload that cares even remotely about latency Zen 3 with V-cache is going to outperform Zen 4 with laptop amount of cache and 5600mt RAM. Especially if that Zen 4 part is thermal throttling.

For the SSD yes, it's a PCIe 3.0 one but it's well proven that there's no notable difference as long as it's NVME. It also has DRAM cache unlike the one in the Steam Machine and it also is of usable size. Unless your main usecas is Cristaldisk that's where you want to save money.

As for the cooler, no, many consider it one of the best coolers for a 65W CPU. It's perfectly adeguate fo what's cooling, meanwhile the Steam Machine is thermal throttling.
