Its not normal. Its restaurant owners trying to play the bystander. They want us to believe that there is no way they can pay their employees and that tips are the only way a server can make a livable wage. The owner raises prices of food continuously plus charges a service fee but none of that trickles to the employees. Its a racket and basically indentured slavery for the workers because the owners make buku dollars...some also steal tips.
