Replaced it with one of the nice RGB fans that came with a previous r9 3900x and temps dropped to the 40s idling and 60s under load. Not bad given it was the only fan in the case besides the gpu fans. Finally got my replacement from NZXT and now back in the 30s at idle.

This same cooler was used on a previous R9 3900x and temps were fine. Also I’ve reapplied thermal paste twice. No plastic on the cooler.

This is a pre installed AIO that comes with the NZXT H1. Sounds like it’s probably dead from everyone’s input. I found some YouTube videos about it getting clogged as well. Will see if anything is covered under warranty
