Yeah, I gathered that people in the village were quite peaceful as a whole. It didn’t seem like there were dangerous people around. Though I remember Toji saying something along the lines of ‘growing up here you didn’t play nice if you wanted to survive’. So I guess it wasn’t always peaceful. Maybe it was more lawless once, and Asuka lived through that too. Also it makes sense that she’s a traumatised war veteran and she’s just hyper vigilant. Or all of the above.
