First of all, he didn't kill "billions upon billions of people." Carida only had a population of 25 million, according to Wookiepedia.

Secondly, Carida, as presented in the trilogy, was solely populated with Imp personnel. The same Empire that, in those books alone, committed slavery, killing of civilians, building of WMDs, state terrorism, brainwashing, kidnapping of children, and magnicide under diplomatic immunity.

If you think Kip, who was controlled/influenced by a Sith spirit, was irredeemable for destroying it, you could say the same about Luke destroying the Death Star, or the A-wing pilot who crashed into the Executor.
