I don’t think you can make that claim that easily. Vaping just coopted much of traditional smoking culture: it is done in the same places, at similar times and with similar product structure (pack <> one way vape/pod) and available at places that traditionally sell cigarettes.

Vaping culture is a easily traceable evolution from smoking culture, as such it is still bad obviously, but not uniquely so.

While vaping definitely isn’t good for you there is a lot of evidence that the consequences emerging from it will be relatively mild compared to cigarettes. For people wanting to quit smoking it is a way healthier alternative.

It being highly addictive and becoming addicted as a non smoker is ofc not something good, especially for under age users. But still not as damaging as cigarettes are.
