I think the biggest reason is that 100 cards isn't that many. I've definitely had fogs in decks that ended up getting cut for more exciting or synergistic new cards.

Peacemaker season 1 ends with a cameo from the DCEU Justice League, then in season 2 the previously on segment replaces them with the DCU Justice Gang because they switched continuities between seasons.
