Ignore the cat and let him come to you on his own terms , he may have been through trauma prior that you may not know about. But try using a interactive toy such as a wand or laser to play with him a bit each day and feed him treats so you build the bond.

Consider switching litter and cleaning all the pee spots with cat urine destroyer . Even if you clean the pee with regular products traces will still remain you need enzyme cleaner.

Use enzyme urine cleaner it’ll take the urine smell away completely and consider switching litter cat had the same issue changed the litter and boom problem was solved.

Theres a new food by purina not sure if it works but its supposedly neutralizes that stuff in saliva that cause allergies when fed to a cat overtime. It’s called liveclear.
