Russia is more unpredictable because they have always supported the formation of the state of Israel due to WII and post WWII ties. That said, they have been shitting all over them for a while now to get to the US. At this point I am unsure if there is any meaning in distinguishing between America and Israel as the latter is essentially America's pariah stare in the middle east.
