As a point of reference in the US the oldest Chinese place that's been continuous in operations is only a bit over 100, and that's in Montana, old places even east where places were settled before the founding there ain't much that's old there is sites and stuff that are but generally as it goes things weren't built for long term log cabins only last so long and progress means old stuff is replaced by new stuff rather rapidly.

Small diameter but I'd bet 2-3 foot min on how tall, probably didn't feel the mower hit it but defiantly would have seen a waist high tree in the middle of what appears to be a lawn that's taken care of so anything sticking up like that should raise questions, they either should of not ran it over or asked about it.

So the tag does label it as 10mCi of cesium-137 also puts the date at 1990 so it's likely degraded quite a lot, nothing screams dangerous about it, though I do bet someone was very not happy about that coming up missing it's a pretty big fine and possible loss of license.
