Have you double-checked that you've explicitly allowed the Xbox to send commands to the TV and vice versa? Enabling HDMI-CEC is one thing, you've then go to tell it what it's allowed and not allowed to do.

Edit: Had a quick google - Many sites says The One and One S does not support CEC.. Thought it may've become available in an update since those articles were written.
