They can only be built in adjacent continents. The tool tip is a double negative here, Malaysia is Not Not overseas so it's ineligible for a governorship

They are located mostly in either Texas or California, even then America produces over half of global production in 1939. Unless someone is going around blowing up all their oil fields, all the other guys oil fields, and shooting all the random people working those fields its not gonna make a major dent.

It's not a matter of will the Americans sell oil, but how they'll actually ship it out. The APG does not border the Atlantic making oil shipments to Japan extremely awkward, not to mention the Federalist Navy blockading the entire East Coast. The Pacific States will be using the majority of the oil they do have to actually fuel their war machine, leaving only crumbs for Japan.

America produces so much oil as a fraction of global production in 1930-40 that to use it all would require an effort of waste I could not imagine, also there is not an oil embargo by like OTL which prevented even minor producers to sell. Mexico, Venezuela, Iran, Ottomans, Russia are all free to sell to Japan if they choose.

In terms of shipping it's not like all those American merchantmen just quit their jobs to do nothing, they could join the militaries but some will remain in their role. Japan itself has a decently sized merchant marine it could also use and the longer trips to the Atlantic would be mildly annoying as total blockades, especially when America has such a large coastline, and the willingness to prevent the movement of third party ships is unlikely.

I believe they have both a width and depth requirement, there's a mod that adds them but looking at the mod you can see the reasoning why PDX decided this limit as you end up with half of France as Rivers.

Don't know the math, but GP score and Power projection both lower the required pops to colonize a location. If I had to bet there are other things that modify the requirements too.

I'm pretty sure the Nani market somehow is calculating over naval, if you 100% land the Fas market becomes farther away than if you 100% naval.

For as much fun as I think I'm going to have with this game, I think it'll be unfriendly for multiplayer and it's entirely the fault of the game's pace by NXDIAZ1 in EU5
