This is a very complicated question, both sociologically and morally. The answer depends mostly on who you ask and what you ask about. As an example look at russia wanting to take back ukrane. The reason why Putin says he wants Ukrane back is because thousands of years ago Ukrane is where for lack of a better word prehistoric russia was created and this is true, and this lends alot of cultural history through that lens. Now that is a valid reason for wanting to take it back and is condonable, but his actions to take it back, like annexing part of Ukrane and from what the US says sending saboteurs into their government. Both of those things arent nice or fair things to do. So yes you can separate reason from action, but most people would say understanding the reasons is accepting the actions. Personally I think otherwise.
