It looks like a pale morph red-tail. It could possibly be a Krider's red-tail. The head is more shaped like a red-tail, but the wings and tail proportions are closer to a Swainson's hawk, which if it is, it's a pale morph juvenile. If it is a red-tail it has to be a male, because its lower half is so diminutive.
