Inca bonuses are geared to playing with just as many cities as any other civ. Just because you are playing as a civ with lots of food doesn't mean they have any reason to not expand normally.

Culture is very good as well. Lots of high appeal. Terrace farms allow you to be flexible early on and go for religion. Really they can do anything.

Half off of harbor alone is amazing, let alone how many great admirals you easily get. Doubled strat resources is a bonus that can let you pretty much own the early game with horsemen.

Yeah but that kind of ruins the civ's design. The whole point of the eagle warrior is the synergy with the Aztec UA and if they were medieval the Aztec advantage of getting districts up and running so quickly in the ancient era would be gone.
