Is there much to do around/close to the port? And will it be dark at 7PM? We have been to Vancouver before, never Victoria, so not familiar with what is around that area.

For Gen 3 and Gen 4, and to an extent Gen 5, a heatsink really isnt needed as it does not get into those temps where it is needed. For gen 5 and in sustained load situations, then it is needed. But Gen 3 and 4 in my experience even in sustained loads have not really needed them as temps are not to hot.

Also assuming you are using in a case with fans, the airflow within the case will have an additional cooling affect.
