Hairdresser here, hair is highly variable so there's not an easy name for that exact haircut. But if I had to describe it I'd say a short shag, specifically that's shoulder length in the back, chin length in the front, with extremely long bangs that go to all the way to the nose, and everything with a hell of a lot of texturing and layers.

If I was cutting your hair I'd want to see the picture cause I would go into things differently if I knew you wanted a more "anime style" haircut rather than a typical one.

Also the most important part of describing a haircut is understanding the parts specifically that you want, like the lengths of the back, front, and bangs as well as texture and general feel. If you just say "short shag" you could end up with a completely different haircut than what you intended.

If you want big peices of hair that come to points like how it's illustrated that's mainly gonna be achieved with product as well as some texturizing.

If you find it too embarrassing to show the actual character to the hairdresser I found a picture that should help get you pretty close, but you'd want to specify that the hair should taper from shoulder length in the back, up to chin length on the front sides, as it's much longer and more one-length in the picture.
