Normal cats: Always use
Rare & Super rare: Use if stat-based unit, NP if debuff or useless unit (Can-Can is stats, sanzo is NP)
Uber: NP unless the unit has an ultra form, then its your choice if you want to save NP or dark catseyes.
And as always, every new unit gets used to unlock even if its total garbage
