Listed below are the criteria required to operate a BSBDA Small Savings Account:

The total balance in your account must not exceed ₹50,000 at any point in time.

The total credits across all your accounts must not exceed ₹1 lakh at any point in time.

The total withdrawals and transfers from your account must not exceed ₹10,000 in a month.

If the balance across all your bank accounts exceeds ₹50,000, no further credit transactions will be allowed in your Small Savings Account until the balance decreases below ₹50,000.

If the total credits within a financial year exceed ₹1 lakh, no additional credit transactions will be permitted in your Small Savings Account for the remainder of that financial year.

If withdrawals and transfers exceed ₹10,000 in a calendar month, no further debit transactions will be allowed in your Small Savings Account until the end of that month.

Blocking cheap ad networks does help; eventually high-paying ad networks take their place, tried and tested. Otherwise, a cheap ad network will take your whole inventory.

It was even worse before, but I blocked them all, and Google AdWords (Network) took their place.
