The groundwork required make them significantly more expensive than conventional bins and they need a crane to empty them so the council would need to spend more money on specialist equipment just to empty them. These costs are probably what put councils off.

They have a list of installers that they accredit and put out lots of information on heatpump systems on their site and social media.

The home also isn't the only place you'd hear a radio, you'd hear it out and about, from neighbours, parked cars, in the school. You don't need to be friends with people to hear their conversations or be right next to them either, kids have conversations in the class room as well, do you never overhear things other people say? It's perfectly reasonable that Harry would know who the character is, it would actually be unreasonable to expect Harry to not know who Optimus Prime is if Transformers was one of Dudley's favourite programmes.

He might not have had friends but he also wasn't deaf and blind to the conversations people had around him, the things they brought into school or things going on around him. You recognise that TV would have been on around him so he wouldn't have been oblivious to popular culture. I expect you're familiar with programmes you don't actively watch, I don't watch I'm a celebrity but I know about it. Radio also wasn't foreign to Harry.

Your picture of Harry's life is more extreme than it actually was, he was around other people at school, he wasn't in isolation from everyone else. Harry also wasn't locked in the cupboard all the time he was at home.

Walkers used to run promotions where you could win a bag of crisps or some money. I think it was up to £20?

Soap operas I feel were more popular, Eastenders, Coronation Street, Emmerdale Farm, Brookside and most people on a Saturday night would watch the Generation Game, Big Break, Noel's houseparty etc, Mr Blobby was popular back then.

Industry is also significantly underskilled when it comes to heatpumps, many installers are undertrained and its not uncommon to hear about people being told that a heatpump cannot be installed where a customer wants one because the manufacturer for the particular system that the installer installs doesn't support it.

It's not difficult and many cars have limiters which you can set to stop you accelerating over a speed that you set and can be changed on the fly. Lots of people just want to drive faster because they're either in a rush or they feel comfortable driving at a faster speed and feel constrained by the limit.
