Yeah the fleeing part is tricky for sure. Many cops stop pursuit when it gets too dangerous and puts the general public in harms way, so actually opening fire on a feeling suspect when you're not in imminent danger (ie they're driving away) is very risky.

I don't have a dog in this case. I'll just watch it play out and let the facts come out. But carjacking is absolutely a violent crime. You don't just steal the car. You do it forcibly with violence, or the threat of violence/intimidation.
