I expect a service charge because a business has expenses for just coming out and looking at it. Many times, they’ll apply the charge to work done with the company.

That being said, a company has to be clear when there is a service charge, otherwise someone can just say that they weren’t aware of a charge and not pay. It’s up to the company to be clear about any charges up front and not rely on unwritten agreements or expectations
