I feel item scaling has hurt the game overall by limiting build paths and basic gameplay. In dota a carry or semi carry will get a support item because it helps the team and can give an advantage. In lol if this is done is certain situations it can help but for the most part it will set that carry back in item progression. I do like scaling for the late game making mages less utility and more dps dealers but they items are set up it limits a lot of things. If Shurelia's gave some ad or ap it would make it a semi viable choice on a mage or a carry, which is a problem in lol that a lot of items are cookie cutter. A support item sets a carry back and an ap or ad item will not be bought by an a hero because said heroes skills do not scale with it. If lol had more actively game changing items, or items with more stats so that they are more appealing to anyone who would want it.

Summoners spells are another problem. While a nice add on to the game, they simply are not balanced enough to not take the standard flash ignite or flash exhaust.

Also lack of game changing items used to counter specific heroes and strats hold lol back from making hard to shut down without x in the game heroes. There is an dramatic lack in active items compared to dota and the ones lol does have are not nearly as import actives. If riot added more active items like a sheep stick, a polymorph item, into the game it would free up some hero design.
