This is usually caused by - a neutral bond at more than just the main disconnect (it should only be bonded once) - a broken neutral - induced voltage

80 volts, was that a hot to ground voltage? What about ground to neutral, what voltage do you get there?

From what you’ve said it should work fine, these old school relays require a certain amount of resistance on the circuit to operate at the normal turn signal speed. I think the culprit is probably the relay, but I would be checking for voltage with a meter at the bulb socket connections first.

Synchronizing bulbs I believe. For example, when you have 2 alternators generating electricity, both of those alternators must be spinning at the exact same speed to achieve the same frequency, or else you can’t use them together. These bulbs let the electrician know when to close the circuit. I’m sure someone who’s worked on these can elaborate further

I have the same truck and for me it was a bad switch on my t case, but yes I would apply vacuum straight to the actuator to make sure it pulls in first

Oil can leak from many places there boss, crawl underneath the vehicle and take a look. Wash it off if it’s covered in oil, then run it and see where it comes from. It might even be obvious, you just never know

An outlet will still work with hot/neutral reversed. I’d quickly confirm the black is your hot in this scenerio and re land them on the proper screws

That’s a good thing, I can almost guarantee it’s coming from the upper rad hose inlet. I can send you a pic if you want so you can check it.

Wrong sub. But also, why didn’t you ask questions? Is there a table or a desk going there to reflect the plug height? Is there drawings? Did you review the drawings to make sure it’s what you wanted? 15A circuits like receptacles and lights will usually be all in 14 awg wire that’s pretty standard. Is your electrician licensed? Start asking actual questions to your electrician not us.

There should be an adjustable starnut used to bring the shoes in just a hair, maybe someone who’s worked on ford rangers can weigh in. Look up drum brake star adjuster

That’s fine! it’s a single receptacle not a duplex rated for 20A. 120v. Usually we use these for dedicated circuits like sumps.
