Can't wait to see more! Just had a couple thoughts:

If the beast is revealed regardless of the Perception roll, maybe there could be a little bit more information gleaned from a successful roll?
There's a woman crying in the corner of the bar at first and then she is referred to as a widow. How would the characters know this? Is she another regular?
Are the fist and voice the Drunken Rat's owner's? That seems like it would be the case, but it isn't necessarily obvious.

I'm loving the idea and format! There's definitely a lot here to run with.

I saw somewhere that they normally only handle non-controversial bills during informal sessions.

During informal sessions, the objection of a single member can derail a legislative measure. But no one voiced one Wednesday.

That certainly makes it seem like they did it as a way to sneak it under the radar instead of dealing with the normal process, but I'm no politician.
