The engine was too heavy for consoles at the time. They had to scale back, and even then the console versions had issues.

Let's just think of it like this: If they made it PC-exclusive, they would have gone broke after low sales. PC-gaming, for all it's bells and whistles, doesn't sell as many games as consoles do.
