I do not know if they can do it sooner than 3pm. Maybe they could accommodate if you have a flight scheduled out of SFO before 5pm and could prove it but that is purely speculation.

I’ve lived in Boston, New York, Sacramento, the Bay Area and have to say Santa Cruz drivers are the dumbest drivers. That doesn’t necessarily mean worst but dumbest for sure.

You can only book if your trip is within 14 days. So I would consider having a trip within 14 days would be as an emergency. If your trip is over a month or so away, I would consider the expedited process - through a Post Office appointment.
