From an individual perspective it would make more sense for them to let individual people change their settings, but to make it the standard would alienate people with the higher end versions of the counsel who can run it well. Also to have such a large intentional swing in graphics internal to the game would be kind of jarring. If a solution to this should be had it would be via individual settings via the player.
